State Rep. Charlie Brown's statewide smoking ban passes full House vote

INDIANAPOLIS - State Rep. Charlie Brown (D-Gary) today saw his hopes of a statewide smoking ban move a critical step closer to reality.

House Bill (HB) 1149 will outlaw smoking in public establishments and workplaces, including bars. Smoking may not take place within 12 feet of any public entrance. The bill will provide exemptions, such as hookah and cigar bars, gaming facilities and tobacco stores. Certain signs must be posted for these facilities to allow smoking.

After protests from bar owners, Brown compromised by giving these establishments 18 months to transition into a ban.

“With time we hope that those who oppose this bill will show their support once the positive effects have become visible to the public,” said Brown. “Eventually I would like to see a total smoking ban come through the House. For now the current bill will be a progressive step toward a healthier state.”

Smoking and secondhand smoke has been named the leading preventable cause of premature deaths in Indiana. Secondhand smoke exposes innocent people to the risks of cancer and heart failure. The adverse effect of secondhand smoke is greater for children than adults. Children are at risk of developing asthma and chronic respiratory infections.

Brown said a smoking ban would have impact far beyond health issues.

“Fiscally, a smoking ban makes sense for Hoosiers to embrace. Studies have shown that $2 billion per year is spent on smoking-related illnesses. After Monroe County created a smoking ban, the amount of heart attack-related hospitalizations dropped by 55 percent. There is no question that this bill will save lives,” said Brown.

Due to the number of smoking individuals throughout the state, health insurance rates for Hoosiers are often higher than in other states.

“It is my hope that those who do oppose this legislation, will eventually see the positive effects that will impact future generations,” said Brown. “The long-term impacts of the bill are not only progressive, but will also save taxpayer dollars.

“By making smoking less available in public places, we are discouraging Hoosiers from smoking altogether,” concluded Brown. “It is my hope that legislation such as this will encourage people to quit and prevent young people from ever taking up the habit.”

HB 1149 now moves to the Indiana Senate for consideration and possible further legislative action.
